English

Background & Purpose: The purpose of this study is to identify, contextualize and analyse the effective mechanisms for developing digital culture in large telecom companies and to explain the causal relationships among them.
Methodology: An exploratory sequential mixed-methods design was applied in three phases between Tir 1402 and Mehr 1404 (July 2023 – October 2025). In the first phase, a meta-synthesis based on the Sandelowski and Barroso (2007) model was used to systematically review prior studies and to derive an initial conceptual framework. In the second phase, semi-structured interviews with 28 digital transformation experts in the Iranian telecom industry were analysed through directed qualitative content analysis in order to enrich and localize the framework. In the third phase, the DEMATEL technique was employed to model the cause-and-effect relationships among the identified mechanisms and to prioritize them.
Findings: Fourteen mechanisms were identified: defining the desired culture; vision-based dialogue and constructive disagreement; assessing the current cultural state; organizational groundwork for embedding the new culture; reducing resistance to change; resource provision; employee empowerment and training; strengthening cultural accountability; regenerating legacy systems and aligning processes; monitoring, continuity and improvement of digital culture; internal knowledge-exchange networks; promoting internal success stories; designing faster decision-making processes; and developing the digital workplace. The last four emerged from the expert interviews and were absent from the reviewed literature. The DEMATEL analysis showed that resource provision (C6), defining the desired culture (C1) and organizational groundwork (C4) are the principal causal drivers of the system, whereas resistance to change (C5) is its most strongly affected element, and the digital workplace (C14) carries the highest overall prominence.
Conclusion: By offering an integrated, evidence-based framework, this study advances a systematic understanding of how digital culture is developed in large telecom companies.
