Understanding the Phenomenon of Organizational Resentment of Employees with PhD Degrees in Public Organizations Using the Grounded Theory

Abstract
Background & Purpose: Organizational agitation is a kind of discomfort and annoyance from daily processes, behaviors, actions and reactions, which make challenge for the managers of organizations. In fact, organizational resentment effectively prevents the organization from reaching its goals. Hence, this research was conducted with the aim of understanding the phenomenon of organizational resentment of employees.
Methodology: The current research is qualitative and is based on using grounded theory. The sampling method was also theoretical, based on which 19 interviews were conducted with managers and experts.
Findings: The result of the interviews was a set of primary themes that were collected in the process of open coding, and categories were calculated from them, and with axial coding, the link between the categories under the headings including: 1) Causal conditions including: ineffective performance evaluation system, political behavior, organizational factors, occupational factors , environmental factors, management factors, organizational injustice; 2) The main phenomenon includes: unfavorable organizational communication, distortion of document behavior, Machiavellian behavior; 3) Strategies including: functional weaknesses, disruption of organizational cohesion; 4) Consequences including: acceleration of job burnout, lack of resilience 5- background factors including: moral issues, bureaucracy problems, dwarfism of managers; 6) intervening factors including: imaging strategies, heterogeneous workforce, individual expectations in the form of face-centered coding paradigm took.
Conclusion: The identified pattern of organizational resentment can clarify the process of organizational resentment of managers and help to solve this problem and reduce it in government organizations based on being in managerial affairs.
