Identifying the Dimensions of Smart Governance of Human Resources in the Iranian Public Sector (Studied Case: National Iranian Oil Company)

Abstract
Background & Purpose: In an era where technological advancements are rapidly transforming every aspect of organizational activities, traditional approaches to managing human resources are no longer viable. Smart human resource governance, as a novel approach grounded in intelligent technologies, data-driven systems, and network-based decision-making, aims to enhance HR productivity and increase organizational adaptability and sustainability. This study was conducted with the aim of identifying the dimensions of smart human resource governance in Iran's public sector.
Methodology: This research is a qualitative exploratory study employing thematic analysis for data interpretation. The research population included academic experts in governance and human resources, as well as managers and heads of the HR departments at the National Iranian Oil Company. A purposive sampling method was used, and data collection continued until theoretical saturation was reached. Semi-structured interviews served as the primary data collection tool, with a total of 16 interviews conducted to achieve saturation.
Findings: Based on the findings, eight key dimensions of smart human resource governance were identified: Smart tools, smart HR management, transparency of HR processes, smart organizational culture, smart organizational communication, smart human capital, smart network-based policymaking, and ethics.
Conclusion:To enhance workforce productivity, increase transparency, and adapt to environmental changes, the public sector must embrace transformation. Smart human resource governance can significantly contribute to this endeavor. Therefore, realizing this model of governance requires organizations not only to acknowledge the critical role of intelligent tools—such as artificial intelligence, blockchain, and machine learning—but also to actively integrate them into HR processes. The development of intelligent tools, alongside the enhancement of smart organizational culture, human capital, and network-based policymaking, can facilitate the establishment of an effective governance system.
