ارائه مدل ارزیابی استراتژیک نظام مدیریت منابع انسانی در هولدینگ‌ها

چکیده

زمینه و هدف: گستردگی روزافزون ساختار هولدینگ‌ها یا همان شرکت‌های مادرتخصصی در ایران، آنها را ملزم کرده است که با توجه به اهمیت سرمایه‌های انسانی در ارزش‌آفرینی شرکت‌ها، نظام مدیریت منابع انسانی شرکت‌های زیرمجموعه خود را به‌طور صحیح ارزیابی کنند. بر این اساس، هدف پژوهش پیش رو، ارائه مدلی برای ارزیابی استراتژیک نظام مدیریت منابع انسانی در شرکت‌های مادرتخصصی است.
روش: روش پژوهش از نظر هدف کاربردی و از نظر گردآوری داده‌ها آمیخته اکتشافی متوالی است. در بخش نخست، پس از بررسی ادبیات و پژوهش‌های پیشین، مدل بدوی بر مبنای چارچوب ارزشیابی CIPP احصا شد، سپس برای تکمیل مدل، از گروه کانونی متشکل از 12 خبره حوزه منابع انسانی نظرسنجی به عمل آمد و در نهایت با انجام پیمایش، اعتبار مدل به تأیید رسید. وزن‌دهی به مؤلفه‌ها و ابعاد با استفاده از روش تحلیل سلسله‌مراتبی (AHP) انجام گرفت. شایان ذکر اینکه روایی و پایایی مدل، در دو بخش کیفی و کمّی بررسی و تأیید شد.
یافته‌ها: بر اساس یافته‌ها، مؤلفه‌های مؤثر بر مدل ارزیابی استراتژیک نظام مدیریت منابع انسانی بدین ترتیب شناسایی شدند. در بخش زمینه: مؤلفه‌های محیط درونی (اندازه سازمان، ماهیت سازمان، قوانین و مقررات درون‌سازمانی) و محیط بیرونی (الزامات شرکت مادر، قوانین و مقررات دولتی، محیط صنعت). در بخش ورودی‌ها: مؤلفه‌های جهت‌گیری راهبردها، نقش مدیر منابع انسانی و سازمان منابع انسانی. در بخش فرایندها: مؤلفه‌های مدیریت ریسک منابع انسانی، مدیریت دانش و نوآوری، مدیریت فرهنگ و ارزش‌های سازمانی، توسعه قابلیت‌ها و استعدادها، برنامه‌ریزی و جذب، آموزش و یادگیری، نگهداشت و جبران خدمات، مدیریت عملکرد و ارتقا، ایمنی و سلامت، سیستم اطلاعات منابع انسانی و تعامل و ارتباط با ذی‌نفعان. در بخش خروجی: مؤلفه‌های فرایندی، نتیجه‌ای و اثر سازمانی.
نتیجه‌گیری: سازمان‌های هولدینگ، می‌توانند برای ارزیابی استراتژیک نظام مدیریت منابع انسانی شرکت‌های زیرمجموعه خود از این مدل استفاده کنند. در این راستا، ضروری است که هر صنعتی ابتدا برای تطابق و در صورت نیاز بومی‎سازی ابعاد این مدل، کمیته راهبردی تشکیل دهد و اقدام‌های راهبردی توسعه این مدل را در مجموعه خود سیاست‌گذاری کند.

Background & Purpose: Due to the increasing expansion of holding structures in Iranian organizations, it is necessary for these companies to be able to properly assess the human resource management system of their subsidiaries, given the importance of human capital in creating value for companies. Thus, the purpose of this study is to provide a model for strategic evaluation and management of human resource management system in holding companies.
Methodology: The research method is applied in terms of purpose and is a sequential exploratory mixed study regarding data collection. In the first part, by reviewing the literature and research, the initial model was calculated based on the CIPP framing framework, and then the opinions of the focus group, including 12 experts in the field of human resources, were used to complete the model. The AHP method has also been used to weigh the components and dimensions; Acceptable validity and reliability were achieved in qualitative and quantitative sections.
Findings: The field section of the model includes internal and external environment factors. Inputs of the model consists of orientation of strategies, role human resources manager, and human resources organization components. The processes section includes components of human resource risk management, knowledge and innovation management, management of organizational culture and values, development of capabilities and talents, planning and recruitment, training and learning, maintenance and compensation of services, performance management and promotion, safety and health, human resource information system, interaction and communication with stakeholders. Also, the output section contains procedural factors, resulting factors, and organizational effect factors.
Conclusion: Holding organizations can use this model to strategically evaluate the human resource management system of their subsidiaries. In this regard, it is essential, firstly, to adapt and possibly localize the dimensions of this model in their industry in addition to form a steering committee, and to strategize the strategic measures for the development of this model in their collection.
