Objective: This study aimed to identify and prioritize the drivers for improving and developing digital competencies of Generation Z human resources in government organizations using a strategic futures studies approach.Methodology: The research is developmental-applicative, based on structural interaction matrix analysis. The statistical population consisted of 25 experts, including university professors and senior managers of Iranian government organizations, selected purposefully. Data were collected through library studies, structured interviews, and a qualitative questionnaire, then analyzed using MicMac software.Findings: Three influential drivers were identified: designing human resource training and development programs aligned with digital transformation requirements; promoting a digital-oriented organizational culture to embrace technology-driven innovations; and applying emerging digital technologies in human resource processes. Dependent (influenced) drivers included: developing technological infrastructures for continuous learning of digital skills; revising performance management and evaluation based on digital competencies; and aligning individual development goals with organizational digital strategy. Additionally, two independent (autonomous) drivers were identified: creating a digital innovation ecosystem with human resource participation to enhance digital competencies, and establishing a flexible organizational environment utilizing digital transformation tools. Conclusion: The results indicate that identifying and prioritizing these drivers increases productivity, innovation, adaptability to technological changes, and improves digital competencies of Generation Z human resources within Iran's government organizations.
