Background and Objective: As economies move toward knowledge-based systems, knowledge worker productivity has become a key factor in achieving organizational development goals. This study aimed to design a model for measuring the productivity of knowledge-based human resources within the framework of the Seventh Development Plan in the Iranian National Tax Administration.
Methodology: This applied–developmental study employed an exploratory mixed-methods design. In the qualitative phase, data were collected through semi-structured interviews with 15 academic experts and organizational managers and analyzed using thematic analysis, resulting in six dimensions, twelve components, and 48 indicators. In the quantitative phase, a questionnaire based on the qualitative findings was validated by experts, and its reliability was confirmed (Cronbach’s alpha > 0.70). From a population of 175 employees, 120 participants were selected through purposive sampling. Data were analyzed using SmartPLS and structural equation modeling.
Findings: The model comprises six dimensions: digital intelligence, specialized effectiveness, protection of public rights, cognitive agility, knowledge creation, and professional tax commitment.
Conclusion: The proposed model enriches the knowledge worker productivity literature and provides a framework for developing indigenous productivity assessment systems in public-sector organizations, particularly within the tax administration system, in line with the objectives of the Seventh Development Plan.
