Background & Purpose: Technological megatrends, such as generative AI and adaptive learning, are transforming industrial universities. Without foresight, these institutions risk technological surprise and human capital degradation. This study develops plausible scenarios for the future of HR education and development in industrial universities for 1414 (2035), focusing on emerging technologies and organizational culture.
Methodology: Using the eight-step GBN foresight framework, key driving forces were extracted via a PRISMA review of 55 documents and thematic analysis of interviews with 12 experts using MAXQDA. Through an importance-uncertainty matrix and Jackknife sensitivity analysis, critical uncertainties shaped the scenario framework.
Findings: “Technological integration” and “organizational culture adaptability” emerged as critical uncertainties. Their intersection yielded four scenarios: “The Agile Academy” (desirable), “The Digital Silo” (bureaucratic tech investment), “The Stagnant Campus” (innovation culture lacking infrastructure), and “The Legacy Institution” (complete stasis).
Conclusion: Achieving the desirable future requires aligning technological transformation with organizational culture reinvention, redesigned faculty competencies, and facilitative leadership to preserve the scientific authority of industrial universities.
