چگونگی ایجاد توازن قدرت در توسعۀ سیستم‌‌های فناوری اطلاعاتی برای روابط بین سازمانی

چکیده
زمینه و هدف: در گذشته، سیستم‌ها و فناوری‌های اطلاعاتی، به‌طور عمده برای پشتیبانی از عملیات داخلی سازمان‌ها استفاده می‌شدند؛ اما با تحول دیجیتال و توسعۀ زیست‌بوم‌های همکاری در کسب‌وکارها، این فناوری‌ها در تکامل روابط سازمانی نقش استراتژیکی ایفا می‌کنند و باعث ایجاد نوآوری، پایداری و مزیت رقابتی می‌شوند. یکی از دغدغه‌های مهم در این مسیر، نامتوازن بودن قدرت میان ذی‌نفعان است که می‌تواند فرایند پیاده‌سازی سیستم‌های اطلاعاتی بین‌سازمانی را با شکست مواجه سازد. هدف این پژوهش، تبیین سازوکارهای طراحی روابط بین‌سازمانی، بر پایۀ تحلیل قدرت در این روابط است.
روش: این پژوهش با استفاده از روش فراترکیب و مبتنی بر مدل هفت‌مرحله‌ای زیممر، مفاهیم مرتبط با پیشایندها و پسایندهای روابط قدرت در تکامل سیستم‌های ارتباط بین سازمانی را شناسایی کرده است. مفاهیم با استفاده از روش کدگذاری سه مرحله‌ای، در سه سطح مضمون پایه، سازمان‌دهنده و فراگیر استخراج و در قالب یک مدل فرایندی چندلایه‌ای برای طراحی ارائه شد.
یافته‌ها: تحلیل داده‌ها به استخراج ۵ مضمون فراگیر، ۱۳ مضمون سازمان‌دهنده و ۴۲ مضمون پایه، به‌عنوان عوامل اثرپذیر و اثرگذار بر روابط قدرت در توسعۀ سیستم‌های اطلاعاتی برای تکامل روابط بین‌سازمانی منجر شد. این مضامین در قالب مؤلفه‌هایی مانند شرایط علّی، زمینه‌ای، مداخله‌گر، استراتژی‌های روابط بین‌سازمانی، استراتژی‌های توسعۀ فناوری اطلاعات و پیامدها سازمان‌دهی شده‌اند.
نتیجه‌گیری: روابط قدرت، نه‌تنها مانع توسعۀ سیستم‌های اطلاعاتی نیستند، بلکه در صورت مدیریت هوشمندانه، می‌توانند نقش تسهیلگر، تنظیمگر و حتی محرک نوآوری را ایفا کنند. توازن قدرت از طریق شناسایی نوع رابطه (سازمانی، رابطه‌ای یا شبکه‌ای)، تحلیل منابع قدرت، انتخاب ساختار همکاری مناسب و طراحی سازوکارهای هم‌راستاسازی تحقق می‌یابد.

Fostering Power Balance in the Development of Inter-Organizational Information Systems

Background & Purpose: : In the past, information systems and technologies were primarily used to support internal organizational operations. However, with the rise of digital transformation and the expansion of collaborative business ecosystems, these technologies now play a strategic role in shaping interorganizational relationships by fostering innovation, sustainability, and competitive advantage. A major challenge in this context is the imbalance of power among stakeholders, which can undermine the successful implementation of interorganizational information systems. This study aims to explain the mechanisms for designing interorganizational relationships based on power dynamics.
Methodology: This study employed a meta-synthesis approach, based on Zimmer’s seven-step model, to identify and integrate key concepts related to the antecedents and consequences of power relations in the evolution of Inter organisational information systems. Using three-stage coding (open, axial, and selective), concepts were categorized into three levels—basic, organizing, and overarching themes—and then structured into a multi-layered process model for relationship design.
Findings: The analysis resulted in the extraction of 5 overarching themes, 13 organizing themes, and 42 basic themes as influential and affected factors in power relations during the development of interorganizational information systems. These themes were structured into causal conditions, contextual factors, intervening variables, interorganizational strategies, IT development strategies, and outcomes.
Conclusion: Power relations are not inherently barriers to the development of IOIS; if strategically managed, they can serve as enablers, regulators, and even drivers of innovation. Achieving power balance requires identifying the type of relationship (organizational, relational, or network-based), analyzing sources of power, selecting appropriate collaboration structures, and designing alignment mechanisms.
