ارائه چارچوبی برای مدیریت برون‌سپاری فرایندهای منابع انسانی: پژوهش فراترکیب

چکیده

زمینه و هدف: طی سال‌های گذشته، بسیاری از سازمان‌ها بنا به ملاحظات مدیریتی، به برون‌‎سپاری فرایندهای منابع انسانی خود اقدام کرده‌اند، به این امید که از مزایای آن استفاده کنند. هدف این پژوهش، طراحی چارچوب جامع و منسجم برای مدیریت برون‌سپاری فرایندهای منابع انسانی است.
روش: روش پژوهش حاضر، از نظر پارادایم، تفسیری و از لحاظ نوع گردآوری داده‌ها کیفی است و به‌صورت فراترکیب اجرا شده است. داده‌ها و اطلاعات آن، به‌روش کتابخانه‌ای و مبتنی بر بررسی اسناد و مدارک، شامل مقاله‌ها، کتاب‌ها، کنفرانس‌ها و پایگاه‌های معتبر علمی در بازه زمانی 1937 تا 2020 جمع‌آوری و از طریق تحلیل محتوا، تحلیل شده است. 
یافته‌ها: این چارچوب، چهار بخش ارزیابی و سنجش، طراحی و توسعه، اجرا و اداره و اصلاح و بهبود را شامل می‌شود. سازمان‌ها با استفاده از نتایج این چارچوب، می‌توانند مدیریت فرایندها را به‌صورت جامع و کلان راهبردی کنند.
نتیجه‌گیری: استفاده از این چارچوب و رعایت ملاحظات حاکم در هر مرحله از آن، به سازمان‌ها کمک می‌کند تا فرایند برون‌سپاری خود را به‌صورت علمی و تخصصی مدیریت کنند و از مزایای آن بهره‌مند شوند. این موضوع نیز، بستری برای اجرای پژوهش‌های آتی در خصوص تخصصی‌سازی هر فعالیت، در هر مرحله و برای هر سازمان یا مجموعه‌های مختلف فراهم می‌کند.

Background & Purpose: Many organizations have outsourced their human resources processes due to their management considerations over the years, hoping to take advantage of this approach. The purpose of this study is to design a comprehensive and coherent framework for managing the outsourcing of human resource processes.
Methodology: The method of the present research is paradigmatic in terms of interpretation and qualitative and meta synthesis in terms of data collection. The data collection tool is a library method based on document review, including articles, books, conferences, and authoritative scientific databases from 1937-2020. The data analysis was performed through content analysis.
Findings: This framework includes the sections of evaluation and measurement, design and development, implementation and management, improvement and improvement, and organizations can use the results of this framework to manage processes in a comprehensive and macro-strategic way.
Conclusion: Using this framework and the prevailing considerations in each stage of it, organizations can manage their outsourcing process scientifically and professionally and benefit from its benefits. This issue will also provide a platform for future research on the specialization of each activity, at each stage and for each organization and different groups.
