چکیده

زمینه و هدف: بهره‌وری منابع انسانی به عنوان مهم‌ترین سرمایه سازمان می‌تواند ارتقای بهره‌وری و تعالی سازمانی را تسریع کند. هدف پژوهش حاضر شناسایی عوامل مؤثر بر بهره‌وری منابع انسانی در سازمان‌های علمی و فناورانه کشورهای منتخب (آلمان، انگلستان، ترکیه، تایوان و کره جنوبی) و ارزیابی عوامل شناسایی‌شده در جهاد دانشگاهی است.
روش‌شناسی: ابتدا با استفاده از رویکرد مطالعات تطبیقی و بهره‌گیری از تجربیات سازمان‌های علمی و فناورانه کشورهای منتخب به شناسایی و ارزیابی مهم‌ترین مؤلفه‌های سازنده بر بهره‌وری منابع انسانی پرداخته و سپس برای بررسی روابط بین هر یک از مؤلفه‌های شناسایی‌شده از تکنیک معادلات ساختاری استفاده شده است. جامعه آماری تحقیق مدیران و معاونان دارای تجربه در جهاد دانشگاهی بوده که به روش نمونه‌گیری هدفمند، 57 نفر از آنان انتخاب و از نظرات آنان استفاده شده است. تحقیق از نظر هدف کاربردی و از نوع توصیفی - پیمایشی است.
یافته‌ها: مؤلفه‌های حمایت سازمانی، آموزش و یادگیری، فرهنگ سازمانی، رضایت شغلی، انگیزه کارکنان، ساختار سازمانی، رهبری و مدیریت کارا و اثربخش، رقابت‌پذیری و خلاقیت و نوآوری به ترتیب از اهمیت و تأثیرگذاری بالایی در بهره‌وری منابع انسانی در سازمان‌های علمی و فناورانه برخوردار هستند.
نتیجه‌گیری: مدیران سازمان‌های علمی و فناورانه می‌توانند با بهبود، اصلاح و تغییر این عوامل بر بهره‌وری سازمان خود بیفزایند و متناسب با نیازهای خود در ایفای مأموریت خطیر خود، اهداف سازمانی خود را به گونه‌ای مطلوب محقق سازند.

Comparative Study of Factors Affecting Human Resources Productivity in Scientific and Technological Organizations of Selected Countries and Component Evaluation in Academic Center for Education, Culture and Research

چکیده [English]

Background and Objective: Considered the most important organizational capital, human resources productivity can improve organizational productivity and excellence. This study aimed to identify the factors affecting human resources productivity in scientific and technological organizations of the selected countries (Germany, England, Turkey, Taiwan, and South Korea) and evaluate the identified components in the Academic Center for Education, Culture and Research of Iran.
Methodology: A comparative research approach was first used along with the experiences of scientific and technological organizations of the selected countries to identify and evaluate the most important constituent components of human resources productivity. The structural equation modeling (SEM) technique was then employed to analyze the relationships between the identified components. The statistical population included the experienced managers and deputies of the Academic Center for Education, Culture and Research of Iran, 57 of whom were selected and surveyed through the purposive sampling method in this applied-descriptive survey.
Findings: Organizational support, education, organizational culture, job satisfaction, employee motivation, organizational structure, efficient and effective leadership and management, competitiveness, creativity, and innovation were identified as important and effective components of human resources productivity in scientific and technological organizations.
Conclusion: Managers of scientific and technological organizations can enhance organizational productivity by improving, modifying, and change the abovementioned factors. They can also achieve their organizational goals properly to meet their needs and accomplish their important missions.
